ICS2: Mandatory for Maritime, Transition Begins for Road and Rail

The transition phase for maritime transport ends and the ICS2 regulations are binding. At the same time, the implementation period for rail and road transport begins.

From 1 April, stricter customs security regulations will apply to maritime transport in the European Union. The transition phase has been running since December 2024. It will then officially end and the ICS2 regulations will apply to all sea and air transport.

All shipments that are sent to or transited through an EU country will be affected. The Import Control System 2 requires the transmission of detailed consignment information before the consignment leaves the country of origin. This means that additional information is transmitted when the entry summary declaration (ESD) is created.

The transition phase for road and rail transport will also begin on 1 April. All associated transport companies must be integrated into the ICS2 system by 1 September 2025.

The customs tariff number (a 6-digit HS code)

A clear description of what is being shipped

The importer's EORI number

Details about who is sending and receiving the shipment
